Public groups can now enable join requests – allowing group admins to review new members before approving them to write in the chat. Users who open the group can tap Request to Join, adding their request to a list that only admins can access.

I think it is vy important.
However, it does not change the meaning of the matter; that is, what is public is by definition visible to all. Restricting access to chat makes a group not exactly public, if this restriction were applied to everyone the group would become a channel (this is probably why the option was not added for channels).
