Notifications (subscriptions) approach is interesting, but seems to be complicated to design well and to implement to not distract users. Too much work for too small profit/outcome (compared to % of users who really need this feature). And, it seems, that new features previously added could have made the interface "bloated", overwhelmed for some users, especially for new users. So, overall, it's great at the first sight, but only if anyone can simply fit it to Telegram – in some other form, but keeping the notification pattern in it's core.
For example, to mark a specific message (or replies thread) as important by the moment, and so that one is able to quickly navigate and check for updates (semi-manual notifications, I believe, it would not take much efforts to simply keep all the links on client side, let's call it - "track list").
So, surfing lots of group chats and even specific topics would be much more simple, probably. Or, imagine a special case, if someone, for example, asks a really important question in a group chat you want to know answers for. One could simply add the link to the track list and start tracking for replies. Event withouts notifications it's great feature.
But, probably, notifications could be made or redesigned in a good efforts/outcomes balance. Maybe anyone can make it the way that Telegram's UI stays not bloated, overwhelmed. Especially for new users.
